In the context of Islamic Education, a large portion of the community perceives the PSN as those who gain ‘immunity’ from having to practise Islamic laws. The research team from Fakulti Pengajian Quran dan Sunnah (FPQS), Universiti Sains Islam Malaysia (USIM) takes the initiative to re-evaluate the spritual needs among PSN. This began with a study on the understanding of the community regarding ‘taklif’ and led to the foundation of a Special Interest Group (SIG) focusing on Quran Sunnah for Special Needs. The main objective of this research is to share USIM’s experience in identifying the trends of Quran and Sunnah services for PSN, and to describe USIM’s role in providing access to Quran and Sunnah education to PSN. This research uses the qualitative method and relies on interview and document analysis protocols for data retrieval. Research findings reveal that there is an urgent need for Public Universities to establish solidarity and accessibility in order for the PSN to enjoy the beauty of Islam as a way of life. This effort is in tandem with USIM’s venture to become ‘universiti barakah’ and the resource centre for the integration of Naqli and Aqli knowledge, regionally by 2016 and globally by 2025.&amp;lt;/p&amp;gt;

&amp;lt;p&amp;gt;Isu berkaitan akses pendidikan bagi golongan berkeperluan khas atau dikenali juga sebagai Orang  Kurang  Upaya  (OKU)  sentiasa  menjadi  isu  hangat  dan  topik  perbahasan  pelbagai peringkat.Dalam  konteks  Pendidikan  Agama  khususnya,  persepsi  sebahagian  masyarakat sering  melihat  bahawa  OKU seolah-olah mendapat  ‘pelepasan’  dalam  menerima  dan mempraktikkan  segala  tuntutan  syariat  Islam.  Hal  ini  menyebabkan kumpulan  penyelidik Fakulti  Pengajian  Quran  dan  Sunnah(FPQS),Universiti Sains  Islam  Malaysia  (USIM)mengambil inisiatif untuk menilai semula keperluan tuntutan spiritual dalam kalangan OKU bermula  dengan  pemahaman  masyarakat  terhadap  konsep  ‘taklif’  sehingga  tertubuhnya kumpulan  penyelidikan  berfokus  atau  Special  Interest  Group  (SIG)  melalui  Quran  dan Sunnah bagi OKU (Quran Sunnah for Special Needs.Objektif utama kajian ini adalah untuk  berkongsi  pengalaman  USIM  dalam mengenal  pasti  perkembangan  khidmat  Quran  dan Sunnah bagi OKUdan menjelaskan peranan USIM dalam memberi akses pendidikan Quran dan Sunnah bagi OKUdalam menangani isu akses dan tuntutan OKU beragama. Kajian ini menggunakan  pendekatan  kaedah  kualitatif  dengan  menjadikan  protokol  analisis  dokumen dan  protokol  temu  bual  untuk  mendapatkan  data. Hasil  dapatan  kajian  ini  menunjukkan bahawa   keperluan   mendesak   khususnya   Universiti   Awan   (UA) ke   arah   mewujudkan solidaritidan aksesibaliti OKU merasai konsep indahnya hidup beragama. Usaha ini selaras dengan hasrat USIM menjadi ‘universiti barakah’ dan pusat rujukan Integrasi Ilmu Naqli dan  Aqli  di  peringkat  serantau  menjelang  tahun  2016  dan  di  peringkat  global  menjelang tahun 2025.&amp;lt;/p&amp;gt;
